M. Carlos Humberto Gadsden Carrasco was General Coordinator of the International Forum on Federalism, in Veracruz, on November 15-17 2001 and Coordinator of Federalism in the Transition Team of President-Elect Vicente Fox Quesada.

In July 2000, in La Paz, Bolivia, he was named Vice-President of the Inter-American Web of Higher Level on Decentralization, Local Government, and Citizen's Participation (RIAD for its initials in Spanish) of the OAS, Agency created by mandate of the third Summit of Heads of State in Quebec, on April 2001.

In the government of Guanajuato, he was member of the extended cabinet of Governors Carlos medina and Vicente Fox.
He was Head of the State Centre for Municipal Development an Rector of the Inter-University Center of Knowledge (Knowledge University System).

He carried out Ph.D. studies in Political Sociology by the University of Essex, Great Britain.
Master'in Latin American Sociology by the same University, specialized on development by the Institute of Personal and Community Development.
BA in Philosophiy by the University del Valle de Atemajac in Guadalajara, Mexico.

He was been invited professor in different universities around the world: Madrid, Valencia, Menendes, Santander and Dubrovnik.

He has published works in the Concise Encyclopedia of Participation and Co-management (Germany) and by the Swedish Center of Working Life (Sweden) and collabored in specialized Mexican an Spanish magazines. He is the editor of the book "Participacion Autogestion en la Construccion de la Democracia" (1993) and of "Memorias del Foro Nacional Hacia un Autentico Federalismo" of wich he was General Coordinator in 1995.

M. Carlos Humberto Gadsden Carrasco was Vice-President of the Board of the Ibero-American Sub-Committee of the "Tenth Research Committee on Participation and Self-Management" of the International Association of Sociology of UNESCO.
