Tim McMillan est originaire de Saskatchewan. Il obtient un diplôme en économie de l’Université de Victoria, en Colombie-Britannique, en 1997. Il travaille ensuite à l’étranger comme professionnel des technologies de l’information avant de fonder et diriger, de 2001 à 2007, McMillan Grading and Oilfield Service, une entreprise de services pétroliers.

En 2007, M. McMillan est élu député de la circonscription de Lloydminster sous les couleurs du Saskatchewan Party, puis réélu en 2011. Il occupe, entre 2010 et 2012, le poste de ministre responsable des Sociétés d’État de Saskatchewan. Il occupera ensuite, entre 2012 et 2014, plusieurs autres fonctions au sein du gouvernement saskatchewanais, notamment ceux de ministre du Tourisme, de ministre de l’Énergie et des Ressources naturelles, de ministre du Commerce et de ministre de la Santé rurale.

C’est le 1er octobre 2014 que M. McMillan est nommé président et chef de la direction de l’Association canadienne des producteurs pétroliers.
